[Hpr] Stop posting to twitter/X, while continuing to monitor it.

I agree with the suggestion below.

Further thoughts:

I am also positive to end the X account, but the drawback may be if 
anyone else could pick up the same handler later. Another method could 
be to not monitor, after an update of the account with informing it is 
passive.

Secondly, I think of HPR status for Telegram. I have understood Telegram 
can be discussed due to ownership and state relation. But I do not have 
the deep knowledge. I understand many use Telegram.

But, that's only further thoughts. I say yes to the suggestion below as 
it is.
